Adding the third floor gave us the extra space we wanted and was estimated to be around cost neutral versus the larger footprint. Our 20' engineered wood beams were around $5k. As bringing the cost up, I don't think that is his intention, he is just looking out for you and he wants to make sure you have a safe structure, not to mention the materials involved to meet his details you talking about a few pieces of lumber and some hardware. I'm sure he will give you the valid reason why you need that.

But regardless where the point load comes from, it must be supported by a new beam you install to replace the wall which is being removed. If the framing above is an upper floor, generally, but not always, there will be solid blocking in the floor cavity directly under any point load between the subfloor and the top plate of that wall. Point a load can come from a beam above, maybe a post above which is supporting something, etc. point load could be coming down from above and bear on that wall. With that being said, you have to remember, that sometimes even with a non-load-bearing walls, there could be some sort of a concentrated load,i.e.
